Overview
Lilly Castle was founded durring the early 10th century, by Phanos Dunlop. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Phanos Dunlop.
Lilly Castle was built using the conventions of Sylvin durring the early 10th century. Naturaly, all settlmentss have their own look to them, and Lilly Castle is no diffrent. The city's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Lilly Castle is is constructed arround a series of narrow packed earth mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The city is defended by arcane means. It's hard to spot at first, but there's a tell tell shimmer in the air arround Lilly Castle, and you can spot the ocasional warding glyph carved into a rock or tree all arround town. These mystical defences are ancient, unknowable, and unassailable by current means... Assuming everything is in working order. Otherwise, the wards are little more than a deathtrap. The Relic of the World That Was has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
Lilly Castle is not quite well. Something happened here, perhapse recently, perhapse long ago. Whatever it was, it settled into the very soul of the city like a festering wound. The people go about their day well enough, but there’s a tention in the air you can cut with a knife. You get the terrible feeling that whatever it was, the wound it left will simply never heal. This city is as a necropolice.

Lilly Castle has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
Lilly Castle has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Lilly Castle's natural decorations nor waterways.
Lilly Castle has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Lilly Castle has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Lilly Castle has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Lilly Castle is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
There’s a relatively new religion in Lilly Castle which is rapidly gaining power. It might be a sectarian offshoot of a major faith, the unique product of a new prophet, or an outside faith backed by wealthy and powerful foreign supporters. Depending on the demands made on believers, the new faith may be a matter of concern only to the existing clergy, or it might be a major flashpoint for conflict in the community.
Lilly Castle's mayor's house was built using a different architectural style from the rest of the town. The style used is characterized by vertical proportions, pointed arches, external buttressing, and asymmetry in the general shape of its buildings. The decorative features of the style were key, consisting of large arched windows, pointed arches, vaulted ceilings, flying buttresses, and sculptures integrated into the structure itself. Occasionally, for very important buildings, an array of sculptures or one colossal sculpture might replace the entirety of the entrance to said building.
In Lilly Castle sometimes, near one of the seasonal solstices, the sun appears to split into three and it rains from a clear sky for several hours.
The Living Topiary near Lilly Castle are known to be a mutant strain of the creature.
Lilly Castle's citizens partake in a curious ritual relating to their local kami. It takes place in spring and involves long periods of drunkenness to channel Transmutation energies of tier 3 via divine sermons.

History
In time immemorial, reportedly some time during the early 2nd century Pond Ratfish began to boil, and released a thick toxic cloud from beneath its waters which devastated , killing every person and animal in its path which could not escape the cloud. Oddly, the plants of the region flourished in the years after the disaster. An estimated people, livestock, and buildings were lost to the disaster. The disaster is referred to as the Calamity Wind.
